The Minister of State for foreign trade of the Republic of France Mrs. Anne-Marie Idrac is paying an official visit to Mongolia. On Wednesday, Mongolia's Minister of Foreign Affairs G.Zandanshatar and Mrs. Idrac held talks.
The Foreign Minister has expressed his confidence that the official visit of Mrs. Idrac will contribute to brining the bilateral commercial and economic cooperation into a new step. He has mentioned that recently held consultative meeting between the Foreign Ministries of the two countries has made a basis to sign a Mongolia-France inter-governmental agreement.
Mongolia wants to cooperate with France in water supply, sewage plants and in implementing eco-projects. The sides also have underlined that the two countries have a great opportunity to boost the collaboration in the mining, uranium and nuclear energy sectors. The bilateral commercial cooperation has been widening as well, they have noted.
Mongolian side has stressed that "for our countries it is important to expand their trade and economic cooperation, and Mongolia has a willingness to intensify the tourism and agricultural ties and to introduce European standards".
The French Minister has emphasized that France attaches a great importance to the matter on cooperating with Mongolia in nuclear energy sector and the economic collaboration. "France has big experiences in water supply, tourism and agricultural spheres, so we can develop a cooperation in these sectors," Mrs. Idrac has added.
A signing of documents on bilateral cooperation will run Thursday.

An Intergovernmental Cooperation Agreement in the nuclear energy sector was signed between France and Mongolia at Oulan Bator on 14 October by the Mongolian Minister of Foreign Affairs and Trade, Mr Zandanshatar, and the French Secretary of State for Foreign Trade, Mrs Anne- Marie Idrac.
It defines, among other things, a clear and solid framework for AREVA to explore and mine uranium in Mongolia. The signature was witnessed by an important Mongolian delegation from the Ministry of Foreign Affairs and Trade and by representatives of the Mongolian Nuclear Energy Agency. The officials included the Ambassador, the Senator of L'Oise and AREVA representatives counting Sébastien de Montessus, Director of the Mining Business Group, and Eric de Sèze, General Manager of AREVA Mongol, accompanied by Konrad Schauer, Director of the Central Asia Platform, and Patrick Bouisset, Geoscience Director of the Mining BG.
Mrs Idrac emphasized that "The most important is that Mongolia considers us as its 'third neighbouring country', which is why we are very happy to collaborate in the nuclear energy field". According to Mr Zandanshatar "this Intergovernmental Cooperation Agreement in the nuclear energy sector opens up possibilities for cooperation between our two countries in other fields".
"Signing this bilateral agreement represents the foundation of our long-term activity in Mongolia, opening the way with the other agreements to come that will govern future joint operations with our Mongolian and Japanese partners", specified Eric de Sèze.
AREVA has been present in Mongolia since 1997 and is represented locally by two subsidiary companies: AREVA Mongol, a 100% subsidiary of the Group, and Cogegobi, a 100% operational subsidiary of AREVA Mongol. Since 2006, AREVA has been operating in Mongolia as part of a Technical Assistance Cooperation programme for the exploration and mining of uranium.

French Minister of State for Foreign Trade Anne-Marie Idrac and Foreign Minister G.Zandanshatar have signed a bilateral cooperation agreement on nuclear energy. The French Minister also witnessed the signing of a memorandum of understanding between the National Emergency General Board (NEGB) of Mongolia and the Civil Security Managing Board (CSMB) of France.
At a press conference later, Foreign Minister Zandanshatar noted that the visit of Ms. Idrac is the first by any French Foreign Trade Minister to Mongolia and marks the 45th anniversary of Mongolia-France diplomatic relationship. The two countries have long enjoyed a friendly relationship and bilateral cooperation in the nuclear field would lead to collaboration in other fields.
France has granted a soft loan for two projects on environmental protection and water resources. The visitors attended yesterday’s inauguration of work at the Ulaanbaatar air pollution controlling laboratory.
Mongolia’s also wants French cooperation in projects to stem water pollution, and in food, agriculture and tourism fields, said Zandanshatar.
Ms. Idrac arrived in Ulaanbaatar yesterday on a two-day visit and called on President Ts. Elbegdorj, and Parliament Speaker D. Demberel. The delegation with her includes representatives of the state-run uranium company Areva Group, which has uranium interests in eastern Mongolia.
The French minister said, "We shall sign an agreement on cooperation in the nuclear energy field, which will be the basis for Areva"s operation in Mongolia." France was supporting all dialogue between Mongolia and the European Union, she said. She handed over a letter from President Sarkozy to President Elbegdorj.
Ms. Idrac noted that France can be a good partner for Mongolia in equally distributing benefits from mining sector to people and in cooperating in the mining and agricultural sectors. In an effort to expand trade ties and to increase French investment in Mongolia, representatives of about 20 French economic have come with her to meet with representatives of about 150 economic entities in Mongolia.

Ulaanbaatar, Mongolia, October 14 – Mongolia and France have signed an Intergovernmental Agreement on Cooperation in Nuclear Energy.
Mongolia’s Foreign Minister G.Zandanshatar and visiting French Minister of State for Foreign Trade Anne-Marie Idrac inked the document, after holding the talks.
Another document signed was a memorandum of understanding on cooperation in security and emergency. The document will boost efficient partnership between Mongolian and French civil security and emergency bodies.
“The nuclear energy agreement, which is of great importance for the expansion of bilateral relationships, would open more opportunities of bilateral cooperation in many other fields” said Foreign Minister Zandanshatar, at a press conference held after the signing ceremony.
He noted that main issues raised by Mongolia during the visit by French minister included France’s support for projects on water supply and water pollution and the development and realization of a mid-term cooperation program based on existing agreements and pacts, as well as cooperation in food security projects for Mongolia. “France welcomed Mongolia’s proposals and agreed to boost effective collaboration in proposed fields” he concluded.
On her part, French Minister Anne-Marie Idrac said France and Mongolia has a good cooperation, but it needs to be intensified. For this reason, representatives from over twenty firms arrived from France to expand economic and investment cooperation, she informed. Idrac said that the newly-signed intergovernmental agreement will be the basis for operation of Areva, a world-class uranium company, in Mongolia. “At the meeting with the Defense Minister L.Bold, we talked about the supplying helicopters to Mongolia” emphasized Idrac.
During her stay in Ulaanbaatar, the French Minister met with the President Elbegdorj Tsakhia, the Parliament Speaker Demberel Damdin and Defense Minister L.Bold. under the visit, French and Mongolian businessmen held a forum, where wide range issue concerning the cooperation in some priority fields are discussed.
French Minister of State for Foreign Trade Anne-Marie Idrac will also meet with the Road, Transport, Construction and Urban Building J.Battulga and the Finance Minister S.Bayartsogt and will visit to Cashmere Factory “Gobi”.
In Mongolia, the visit of Anne-Marie Idrac is the first by a French minister since 2003 and is thus a major event in our bilateral relationship. France is a major economic and political partner for Mongolia, which was honored with the symbolic status of “third neighbor”.

ULAN BATOR, Oct. 14 (Xinhua) -- Mongolia and France signed a cooperation agreement on nuclear energy here Thursday, the Mongolian government said.
Mongolian Foreign and Trade Minister Zandanshatar Gombojav and visiting French Minister of State for Foreign Trade Anne-Marie Idrac signed the intergovernmental deal, the Mongolian government said in a press release.
Cooperation in nuclear energy will extend the current bilateral relationship between the two countries, according to the press release.
However, the details of the agreement were not disclosed.
Zandanshatar said developing friendly and mutually beneficial cooperation with France was one of the important goals of Mongolia's foreign policy.
France is among the first Western countries which established diplomatic relations with Mongolia.
During the visit, Idrac discussed the opportunity to expand cooperation between the two countries in trade, economic, infrastructure, power, mining and tourism fields.
French state-run nuclear company Areva Group currently holds several uranium licenses in Mongolia's eastern provinces of Sukhbaatar and Dornogobi.
Idrac started a two-day visit to Mongolia on Wednesday.
